Andrea A. Jacobs is the AI Legal Advisor at Antigua and Barbuda’s Ministry of Legal Affairs, serving as the country’s National Focal Point for Artificial Intelligence. She brings over 11 years of legal expertise with specialized qualifications holding LL.M. degrees in Banking & Finance (Queen Mary University) and Environment & Energy Law (Georgetown University).
Jacobs is a recognized authority in emerging legal domains including AI law and policy, fintech regulation, data privacy, and environmental statutes, adding profound value to regulatory discussions in the Caribbean.
She serves on the Global Partnership on Artificial Intelligence (GPAI) as a legal expert, contributing to shaping ethical, transparent, and inclusive AI governance at the global level.
In her role as AI National Focal Point, Andrea amplifies Caribbean voices in major international forums—having been invited by India to speak on inclusive AI governance at the Internet Governance Forum (IGF) 2025 in Norway.
At regional advocacy events, she has emphasized the critical importance of data sovereignty, AI regulation, and privacy frameworks, urging that AI serve citizens equitably rather than entrenching global imbalances.
